i ended up in the same place once.
not sure what the locals call upper and lower launch. i don't kite 3rd often and have yet to successfully land at the launch south of the golf course. the wind can be a little fluky in there.
i would think the launch on the north side of the golf course would be a better choice for for a beginner. it gives you a lot more area to at least get some rides and try some turns before hitting your last chance for a safe and easy landing.
you can park at the south launch and walk up the bike path to the other side of the golf course. at the end of your session you can come in nice and high down where your car is.

Lower launch is at the sandy beach south of the golf course, where the boat ramp is that the fire department uses sometimes. Upper launch is a walk to the north on the bike path. At the upper launch there is also a 'lower' and 'upper' - in past years we'd launch to the right, in between the rock jetties, and come in upwind, to the left, avoiding some of the debris that we tried to mark/remove. Lower is fluky as you know. I've been kiting since 2006, mostly in the gorge and SPI (and windsurfed Third for a decade before that), and I've met those rocks and still drop my kite in the mud there from time to time. Welcome to the club! :)
And to my old Third friends there... you know who you are... when you coming up to join me? Rufus should be 6m with waist-high swell today and tomorrow - we've had a pretty good season this year (unless you're fighting wildfires).
