16 is the emergency hailing frequency for distress only.

Radio check is 69 boat to boat.

Coast guard working frequency is 21,22,23 for different sectors.

12 is Vessel traffic service out side the golden gate.

14 is Vessel traffic service inside the golden gate.

In the good old days, you had to be Licensed, study and pass a test by the FCC for the privilege to use a VHF Radio!
