My best investment was an $80 O'Neill fleece rashguard with built-in hood. I kite all winter (well, I used to before El Nino showed up) and almost always in the ocean, and I can't remember the last time I was cold. I used to have to stop after an hour and now I can keep going until my legs give out.
Of course the 5/4 wetsuit helps, but the rashguard is the sh&t.

I tried these and my small toe kept getting snagged on my straps making it tough to repeatably get my feet in fast.. went back to booties.. But,... I had the Neoprene version...
