A war with fishermen at 3rd

This is probably more an issue with windsurfers, whose ramp is often occupied. Dmitry told me that he has a special greeting for these folks to give him a way. This is again, not our issue, so windsurfers perspective would be also welcome. That is, not our issue until today.
First, driving along golf course I see a police cruiser and wonder what this is all about. Later, on a parking lot I witnessed a guy loosing his temper, and being really upset with "No fishing" signs put up by Tony. I tried to hint that perhaps conditions in the morning are better, but he was just unreceptive. Going back to pump my kite on upper green turf area, I suddenly hear a hit, and see a bait on the canopy. Apparently, the guy wanted to make a point that he can fish wherever he pleases! Again, I tried to explain the guy that damaging a costly piece of equipment is probably not the wise way to proceed. The conversation leaded to nowhere, but at least he gave up on his attempt to fish my kite. Finally, police cruiser arrives at the scene.
Yes, he is not the most pleasant person to deal with, but doesn't he have a point? For example at Waddel there is clear "no fishing" sign, and I guess at many many different places. The easiest way to upset people is to tell them to go somewhere else. If these signs are not endorsed by the city (that is illegal), shouldn't they let go?
P.S. Kiting at 3rd since 2003 I have never seen a dead fish. This season I have seen 2 on the beach. I wonder if this is a silent protest from other fisherman. The last thing we want hooks left "accidentally" on the turf area left unnoticed to damage our equipment. If there was no war with fishermen before, can we keep it this way?
