Racetrack Beach Access

So what's the deal with the gate. Some days it's open, some days not. Is there a schedule or something? And who's the keymaster?
The race track has the key
If you park outside you walk in
Or you pay to park and drive in from Gilman st
Or you wait till 3:30 and then drive in after the pay booth is closed
If that gate is open the race track guys are working
