Travel To Brazil?

I am going to Brazil for work and wanted to take few days off to kite. I have heard and know a bit of Fortaleza (Cumbuco) - that is about it....
Any suggestions, anyone :?:

- How is August there for kiting and where to?
- Safety wise (street safety, not kiting)?
- Convinience wise?
- Lastly, few years back I read in KITEBOARDING magazine about this place someone created in a unique place in Brazil for kiting in lagoonas, night kiting, very popular among kiters, especially europeans. Anyone knows more about it?
