Kite Vacation Spot?

I need to get out of town and clear my head. Does anyone have any good recommendations on places to go for wind and warm weather in late February or March?
I'm looking for somewhere safe to travel solo as an American. Somewhere where a blond hair, blue eyed, white skinned person can go and not be threatened or harassed.
I'd like to get out of the country, but it needs to be realistic for costs, safety, and health reasons. I can't afford a trip to Australia or somewhere exotic like that. Basically I'd like to keep it in the northern hemisphere if possible and on the affordable side. I'd like to go to a place that has other activities available (as a back up in case there's no wind) and a nightlife for entertainment.
Please don't respond with Mexico. I will not go there unless my life depended on it!!!

Yoda, you might not get many favorable recommendations based on the assumptions made in your request. If you ask anyone who's been to Baja (LV/LB) I think we would all agree that we felt safe. Sure, there may have been situations where we felt uncomfortable (dealing with rental cars, negotiating the price of an awesome handmade pancho, etc) but this is the beauty of traveling. The people down there are incredibly warm and I've never had any issues with food (or mosquitos). Feb/March is prime season and you can't beat it for cost and travel simplicity either.
I've never been to South Padre and other than that I'm not sure what other options there are that would fit in your narrow band of requirements. Maybe other members of our community will have ideas.

I want to clarify that my issue with Mexico/Baja has little to do with safety. My issue with Mexico is their government and the corruption of the country. I don't like the idea of my money going to support them in any way. Mexico is not the only country that I feel this way about.

miami is almost like being out of the country.
i got lucky in tampa/st.petersburg mid Feb. a couple years ago. kited 4 out of 7 days. one epic day in waves right in front of the hotel on st. pete's beach.
avoid spring break unless you like crowds.

Coming from Sac-Town an experience that is arguably close to the day in the life of an Asian city is only a 3 hour drive to San Francisco or a 4 hour flight to Honolulu away - without the 15 hour flight, the need for a passport, or extra cash on hand to buy your way out of any sketchy situations
I'm in a for a Honolulu trip actually - sometimes in March you can score some awesomely gnarly wind and waves, and if you get skunked a sunset stand up paddle session in Waikiki followed by a night out in the American Tropics easily gets you right. That town is paradise

I spent some time online surfing through all the info I could find about ideal kite spots during the winter months. It looks like overwhelming census is that Baja is the most ideal place in the northern hemisphere during the winter months.
I just missed the sweet spot for Florida's windy season and the spots in Texas don't kick in until late March and into April. It looks like Hawaii is hit and miss during the winter and the big waves can be quite treacherous for most kiters, so that won't work.
At this point it looks like my only option is to go somewhere like Utah or Idaho for some snowkiting instead. Not my ideal kite vacation, but it's better than nothing.
Aloha - Hawaii does allow for a cheap, safe, and a quicker trip to get a taste of Asia. I may have consider it regardless since the SUPing and other alternative activities can make up for the lack of wind this time of year.

i hear mui ne, vietnam is a huge euro kite destination.
baracay philippines is another.
baja california has always been more like a mixture of upper california and mexico especially in the winter when about half the population is gringo. i love it. never had a single problem

It sounds like you were lucky. It looks like February can be inconsistent in Florida. Great point about the Spring Break period. It starts on February 28th through March this year.victor wrote:miami is almost like being out of the country.

winter storms in the northeast blow down the east coast of florida pretty regularly according to the locals.
