NEW Kite Restrictions for Baja, Mexico

I just got a call from Carl at Vela's Resorts in Los Barrilles (heading there in 3 weeks) and he said that Mexican customs has changed the rules on how many kites you can bring in without paying customs.
The new rule is 2 kites and 3 boards.
Has anyone else experienced this? I believe the law started Jan 1, 2016.
