What's your kiting level? The only place that I can think of where you can camp in front of the water is at Sherman Island. I believe the rest of the breaks here require some driving if you are camping. Most of the spots are at least an 30 minutes to an hour's drive away from each other depending on where you pick your camp ground. So, camping and kiting will require careful planning.
If you are a beginner, then the only kiting option that you have will be Crowne Beach Memorial Park in Alameda for kiting:

Closest camping ground is at Anthony Chabot. Great for kids, fishing, boating, they have rentals there for paddle boats. Plan on a 30 minute drive to the beach on non commute hours:

3rd Avenue in San Mateo is the second choice for early intermediate and up, for camping, check out the San Mateo Parks Department. Again, you have to drive to the bay for some kiting:

Now, if you are intermediate to bad ass kiter, then your options are limitless. Below are some suggestions:
Sherman Island at the Delta will be your perfect choice if you want to camp out in front of the water and wake up ready to kite.
I don't have information about campground areas there, I've never camped there. Maybe the locals can give you the skinny.
You can try Stinson, I don't have camp ground information there, I've never camped there.
Camp at Golden Gate park at Kirby cove, there's some driving involve to Crissy fields for kiting:

Open water ocean kiting at the coast: Will require drivng if you want to kite, but you have time and its a beautiful drive anyway. The warden (great white) isn't around that much during summer, but as always, watch out where you pick your breaks.
Half Moon Bay, depends on wind direction in the summer, but camping there is very good. May require driving along the coast to find secret spots there. If you do that, then you better be an advanced kiter, bring a marine radio too. Surf's not that big during the summer, but you have to be proficient at riding waves if you go here.
