Best place for a beginner to buy gear?

Unfortunately not. There isn't really a good place to teach in Marin. Your choices are Alameda, San Mateo, and the Delta. :-)

CB,
There are no schools in Marin at this point of time.
There are great spots for teaching that people have been investigating this year, which could potentially turn into teaching grounds, but nothing final right now.
3rd Ave / San Mateo, Alameda, Candlestick, and Delta are the options.
Alternatively there is a school up in Bodega Bay if you are adventurous enough.
