I witnessed two incidents Friday at the north end of 3rd Ave that need community education and support. It is unfortunate that both involved foilers, though foiling had nothing to do with either incident.
The most aggregious incident was a kiter that entered the water at the base of the pedway ('not' the launch), proceeded to lose control of his kite, which swooped 'over' the path and damn near took out 2 pedestrians (he may not even have seen this, but it happened right in front of me). He did regain control of the kite and then body dragged his foil out away from the rock wall. Kite: green/yellow Cabrinha.
NONO: *** Kites are not allowed over the pedway, ever, for any reason. ***
The second incident was a fellow riding a blue/red Cabrinha and wearing a floppy hat. This kiter was riding in the dredged channels in the wildlife refuge between east 3rd Ave and our north staging area. I asked if he knew this area is off limits and he said no, but this has been posted several times in several forums, and he didn't seem like a newbie. After speaking with me he dropped his long board and grabbed his foil and went out again. The long board had the name "Pepper" on it.
NONO: *** Foster City has been clear that no one should be kiting in the wildlife refuge. ***
If you know anyone that kites 3rd and doesn't know about these 2 rules, or about our guidelines (which are posted in 3 locations at every launch or parking location, attached to this posting), please educate them. Having a city/county/agency on our side can be as simple as staying off their radar. Having them against us could mean having the site shut down for everyone, and that could spill over to other local sites as well. Concessions should also be concerned about this as their mode of profit depends on kiting being allowed at these sites.

I had a chat with him and he will not do it again, he rode there because he didn't know that it was bird refuge.

Well well well. I say Saturday was not our day. I just hope noone got hurt with the multiple mess-ups we had at the upper launch. I saw one while launching and two from the water. Please make sure we get into the winter hibernation without damage or loss.
Please be respectful of the late season conditions with hard and gusty winds from the rather north-western directions.
- Rig small.
- Tripple check that you are standing right to the wind - lots of kiters assume the wind coming from the same direction ?!?!?!
- Help and assist others: coming in / going out / landing kites.
- Stay on the FAR side from the path to make sure your kite NEVER reaches the path in case you have to eject
- Always eject ASAP if something goes wrong - dont wait.
Happy end of the season otherwise. G
