Best Waroo 12 0r 14?

Am a newbie. Need help deciding which size of kite i should get. Am 180lbs living in Alameda. Whats the average wind like in the bayarea suitable for newbie. Which size of Waroo should i get. A 12 or 14? I only want one size of kite for a while. Cant afford 2 for a couple of years. Im also thinking of getting the 140 best.
