The upper launch at 3rd is a big mud flat devoid of vegetation. Don't you need actual plants to get poison oak?

Also consider something the inside of your wetsuit may have been in contact with either at home or in the car etc.
I have never noticed any plants that look like they could come in contact with you to give you a rash at either 3rd or Waddell

At 3rd I'm was suspecting the bushes near the path when you walk out of the parking lot to the bike path. It's the only place I can image. I don't think PO would like the salt marsh of the the upper launch itself. I would go check, but I'll be in Germany for the next few weeks. Therefore I'm just putting it out there.
Waddell would seem also unlikely to me, because I was parking next to the beach near the entrance end of the parking lot. The only thing I could imagine would be a small PO growing next to one of the big rocks (those that mark the drop off to the beach) where I put my wet suit on to change.
Lastly it may be growing in my backyard where I wash my wetsuit. But it would have to be brand new. I didn't have the chance to check yet.

You sure its PO. What you describe I get actually from Jelly Fish. I am super allergic to those things and in Baja when nonone else is having anything I get these welts, it blisters and itches like hell. Could have been some Jelly Fish around 3rd? Just another possibility
