Looks like there some new information about the slow progress of re-purposing the old navy base:

Interesting! I've kited at McAvoy's. Crappy launch and a long hike in. It would be really awesome if that old base area could be converted to have some type of nearby parking with water access and a rigging area.

I have looked at every public access from port costa to the antioch bridge on the south side of the river. There are basically three spots that do not require boats and a lot of what ifs. The new pittsburg launch, McAvoys, and the other. The other will blow thursday for those interested.
